US Coast Guard Base

 

BACKGROUND: The purpose of this Statement of Work (SOW) is to obtain the professional services of a qualified Medical Doctor (MD) to provide comprehensive medical care and clinical oversight at a U.S. Coast Guard–operated facility. The contractor shall deliver medical evaluation, treatment, and readiness support services for personnel and other individuals under government care or supervision within a secured federal environment. All services shall comply with Coast Guard, Department of Homeland Security (DHS), and applicable federal healthcare standards. The U.S. Coast Guard operates facilities requiring continuous medical support to maintain health, safety, and operational readiness. The contracted physician will provide on-site medical coverage, primary care, and emergent response, ensuring compliance with established medical standards and supporting the overall mission of the Coast Guard and associated federal programs.

 

Place of Performance: Newport, OR

 

Period of Performance: 12-month base period, plus (4) four 12-month option periods. Anticipated start date of 12/1/25.

 

Duty Hours: The schedule days and hours are as follows: Monday through Friday, with 8-hour shifts between 0600-1700, excluding federal holidays, and are not to exceed more than 40 hours per week. Contractors are permitted one non-billable hour for lunch. The contractor’s work center will assign duty hours as needed for mission success.

 

Requirements:

 

  1. Graduate of a Physician Assistant program accredited by the Accreditation Review Commission on Education for the Physician Assistant (ARC-PA).
  2. Current, unrestricted license as a Physician Assistant in a U.S. state or territory.
  3. Certification by the National Commission on Certification of Physician Assistants (NCCPA).
  4. Minimum of two (2) years of recent clinical experience in primary, urgent, or occupational medicine.
  5. Current Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) certifications.
  6. Proficiency in both English and Spanish, including medical terminology and patient communication.
  7. U.S. Citizenship and eligibility for a favorable background investigation.

 

Duties and responsibilities will include, but are not limited to, the following:

Clinical Services

  • Conduct medical histories, physical examinations, and diagnostic evaluations.
  • Diagnose and manage acute and chronic illnesses in accordance with established medical protocols.
  • Prescribe medications and treatment plans under the delegation and supervision of a licensed physician.
  • Provide triage and emergency stabilization as required by the situation.
  • Administer immunizations, wound care, and health education.

Readiness and Preventive Care

  • Perform pre-employment, annual, and fitness-for-duty medical examinations.
  • Support medical readiness activities, including immunizations and health surveillance.
  • Participate in health promotion and disease prevention programs.

Documentation and Reporting

  • Accurately document all clinical encounters in the Government’s Electronic Health Record (EHR) system (e.g., MHS GENESIS or equivalent).
  • Ensure all records comply with HIPAA, the Privacy Act, and Coast Guard policy.
  • Prepare reports, summaries, and incident documentation as required.

Coordination and Consultation

  • Collaborate with physicians, nurses, and behavioral health staff to ensure continuity of care.
  • Coordinate with external healthcare facilities for patient referrals when authorized.
  • Consult with command and public health officials on medical readiness and health trends.

Administrative and Training Support

  • Attend staff meetings, quality assurance reviews, and mandatory government training sessions.
  • Maintain all required licensure, certifications, and continuing medical education (CME).
  • Support emergency drills, safety inspections, and infection control reviews.
