US Coast Guard Base

 

BACKGROUND: The purpose of this Statement of Work (SOW) is to obtain the professional services of a qualified Medical Doctor (MD) to provide comprehensive medical care and clinical oversight at a U.S. Coast Guard–operated facility. The contractor shall deliver medical evaluation, treatment, and readiness support services for personnel and other individuals under government care or supervision within a secured federal environment. All services shall comply with Coast Guard, Department of Homeland Security (DHS), and applicable federal healthcare standards. The U.S. Coast Guard operates facilities requiring continuous medical support to maintain health, safety, and operational readiness. The contracted physician will provide on-site medical coverage, primary care, and emergent response, ensuring compliance with established medical standards and supporting the overall mission of the Coast Guard and associated federal programs.

 

Place of Performance: Newport, OR

 

Period of Performance: 12-month base period, plus (4) four 12-month option periods. Anticipated start date of 12/1/25.

 

Duty Hours: The schedule days and hours are as follows: Monday through Friday, with 8-hour shifts between 0600-1700, excluding federal holidays, and are not to exceed more than 40 hours per week. Contractors are permitted one non-billable hour for lunch. The contractor’s work center will assign duty hours as needed for mission success.

 

Requirements:

  1. Doctor of Medicine (MD) or Doctor of Osteopathy (DO).
  2. Current, unrestricted medical license in a U.S. state or territory.
  3. Board certification or eligibility in Family Medicine, Internal Medicine, or Emergency Medicine.
  4. Current Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) certification.
  5. Minimum of two (2) years of direct patient care experience in a clinical or secured facility setting.
  6. Must be a U.S. Citizen and eligible for a favorable background investigation.

 

Duties and responsibilities will include, but are not limited to, the following:

Clinical Services

  • Conduct medical examinations, diagnose, and treat acute and chronic conditions.
  • Provide triage, stabilization, and coordination of emergency medical care when required.
  • Prescribe medications and treatment plans per Coast Guard and federal guidelines.
  • Administer immunizations, health screenings, and preventive medical services.

Documentation and Reporting

  • Maintain detailed and confidential medical records in accordance with HIPAA and Coast Guard policy.
  • Utilize approved electronic health record (EHR) systems (e.g., MHS GENESIS or equivalent).
  • Prepare reports and summaries as required by the Government.

Coordination and Consultation

  • Collaborate with nursing, behavioral health, and administrative staff to ensure continuity of care.
  • Coordinate with external medical facilities for specialty referrals when authorized.
  • Provide consultation to facility leadership on public health trends and medical readiness.

Administrative Duties

  • Attend mandatory meetings, training, and quality assurance sessions.
  • Ensure compliance with all infection control and occupational health standards.
