Job Description

Inland Behavioral and Health Services (IBHS) invites applications for an accomplished and visionary Family Medicine physician to serve as Program Director of our newly developing Family Medicine Residency Program in San Bernardino, California. This is a unique opportunity for a board-certified Family Medicine physician with a passion for academic medicine to shape and lead a community-based residency program dedicated to training the next generation of family physicians.

As a Federally Qualified Health Center (FQHC) with three sites in San Bernardino and one in Banning, IBHS has a longstanding commitment to serving underserved and diverse populations. Our comprehensive services include family medicine, pediatrics, obstetrics, dental care, substance abuse treatment, WIC, and an array of ancillary services such as on-site pharmacy, laboratory, radiology, and mammography.


Position Summary:

The Inland Behavioral & Health Services Family Medicine Residency Program (IBHS) (FMRP) is a community-based program that trains high-quality physicians to enter careers to meet the unique healthcare needs of the medically underserved in the Inland Empire. The FMRP Program Director is a vital member of the IBHS FMRP Leadership Team and is responsible for leading and overseeing the FMRP. The Program Director is accountable for achieving all desired residency program outcomes through leadership and administrative oversight. Tasked with ensuring the success of institutional and departmental strategic missions, the Program Director has the authority to manage the program and faculty who serve the missions of the residency program and institution. Direct involvement in patient care is crucial, as well as continuous supervision, mentoring, and direct teaching of residents.

Primary Duties and Responsibilities:

  1. Demonstrate a commitment to graduate medical education and support the institutional and program's mission and aims.
  2. Ensure continuing program accreditation by complying with Accreditation Council for Graduate Medical Education (ACGME) Institutional, Common, and Specialty-Specific Program Requirements, ACGME Review Committee Policies and Procedures, and IBHS GME Policies and Procedures.
  3. Develop and continuously improve a high-quality, comprehensive Family Medicine curriculum that meets the requirements of the State of California, the Joint Commission on the Accreditation of Healthcare Organizations, ACGME, the American Board of Family Medicine, and the Sponsoring Institution, and that includes educational experiences that will ensure residents meet all specialty-specific competencies and milestones.
  4. Mentor residency faculty and monitor all faculty academic appointments, assignments, professionalism, engagement, and overall effectiveness of educational activities. Conduct annual faculty performance reviews. Develop a faculty development program that encourages professional growth, instruction on evidence-based clinical and didactic teaching methods, and resident evaluation.
  5. Recruit, retain, and promote a high-caliber resident body reflective of the community they serve. Encourage residents to develop and build upon their commitment to excellence in whole-person patient care, demonstrate competency in scholarly activities, display high ethics and professionalism, and actively participate in their own medical education and that of others.
  6. Cultivate psychologically safe working and learning environments for residents that provide confidential methods to raise concerns and provide feedback without fear of intimidation or retaliation.
  7. Develop and manage a residency program budget that ensures the availability of adequate ACGME-required resources to facilitate resident education and scholarly activity. Understand Graduate Medical Education funding sources and mechanisms related to the residency program.
  8. Establish and maintain partnerships with community-based organizations and academic teaching institutions, as required. Positively interact with the faculty of those institutions to coordinate faculty development, resident training, and education.
  9. Serve as a member of the IBHS Graduate Medical Education Committee (GMEC).
  10. Ensure compliance with the grievance and due process policies outlined by the GMEC and IBHS.
  11. Provide a written Annual Program Evaluation (APE) report to the GMEC, addressing program strengths, challenges, opportunities, current and anticipated needs, and an action plan to improve program quality, patient care, patient health outcomes, resident performance, and faculty development.
  12. Select and oversee appropriate site directors accountable for specific educational components.
  13. Regularly participate in professional development and scholarly activities to maintain clinical competency in Family Medicine and demonstrate a commitment to lifelong learning and community service. Actively participate in regional and national organizations that enrich personal and professional growth and enhance the image of the IBHS FMRP. Model excellence in whole-person patient care, professionalism, scholarly activity, and personal development for the residents, faculty, and program staff.
  14. Perform other duties as appropriate and necessary to the position and operation of IBHS and the Family Medicine Residency Program.

Desired Qualifications:

  1. Must hold a valid and unrestricted medical license from the State of California.
  2. Have completed an accredited residency program in Family Medicine.
  3. Must be certified/maintain certification with the American Board of Family Medicine or the American Osteopathic Board of Family Medicine.
  4. Three to five years of Family Medicine educational and/or administrative experience, preferably as a Director, Associate Director, Site Director, or Core Faculty of a Family Medicine Residency Program.
